Citrus County Golf Cart Ordinance — Key Rules (2025)

Age & License Requirements

  • Under 18: Must hold a valid driver’s license or a valid learner’s driver license to operate a golf cart on county-designated roads.
  • 18 and older: May operate with a valid driver’s license or a government-issued photo ID.
  • No one under 18 without a valid license or learner’s permit may operate a golf cart on public roads.

Sunrise–Sunset Operation

  • Golf carts may be operated only between official sunrise and sunset, unless equipped for night operation.
  • Night operation (sunset to sunrise) is allowed only if the cart is equipped with headlights, brake lights, turn signals, and a windshield.
  • Night operation is restricted to persons 18 or older with a valid driver’s license or government-issued photo ID.

Additional Key Points

  • Occupants are limited to the number of seats; no standing riders while the cart is in motion.
  • Carts must have functioning brakes, reliable steering, safe tires, a rearview mirror, and red reflectors front and rear.
  • Owners/operators must maintain liability insurance equivalent to a personal motor vehicle policy and carry proof while operating on county roads.
  • Golf carts are not permitted on sidewalks.
  • Violations are treated as non-criminal traffic infractions under Florida law.
